- Business Technology Manager
Position Summary: Oversees the business technology solutions and systems for the Parks and Recreation Department, manages departmental IT support, training, web site, and networks across Parks and Recreation Systems.
Supervision Exercised and Received: Position works under the general direction of the Interim Director of Parks and Open Space. This position provides direct supervision of the IT Support Technician.
Essential Job Functions:
Business Technology Solutions and Project Management
- Works with Parks and Recreation Leadership to research, identify, implement, and maintain technology solutions that support the business development and operational needs of the Department.
- Manages all vendor contracts, lending deep technical expertise to business system decisions, and takes primary responsibility for the integration of new systems with organization-wide ERP. Coordinates and collaborates with the IT department as necessary in relationship to integration and consistent procedures.
- Manages the alignment and coordination of technology needs across divisions such as parks, golf, and recreation divisions, as well as internally with IT, finance, and other City of Aspen departments. Identifies areas for improvement and upgrades; or the development of technical solutions to automate and/or improve business process. May coordinate and collaborate with the Quality division for business process improvements as needed.
- Supports off the shelf software including installing, configuring, testing, monitoring and troubleshooting. Responsible for the application security: roles, permissions, and upgrades.
- Manages the Parks and Recreation business dashboard, an implementation of PowerBI, called ParkStat. Evaluates and updates configuration for delivery of relevant data and analytics.
- Ensure software systems are functional and compliant with cybersecurity and PCI requirements. Coordinate with IT department to ensure best practices for cybersecurity and technology integration including but not limited to IT departmental policies, access and upgrades.
- Ensure that data integrity is maintained through the implementation of best practices for data storage and management.
- Oversee the work of local contractors to support or improve networks, hardware, or other technology-based projects.
- Member of the data analytics team within Business Services, and support the development of data visualizations, dashboards, and data consolidation.
IT Support & Network Administration
- Provides and ensures internal and external customer support and service. Provides professional level support management in issue resolution and follow-up.
- Proactively administers the various networks and systems that allow Parks and Recreation to operate, including POS computers, card readers, and recreation or golf specific software.
- Lead the IT Support technician for Parks and Recreation, and ensure that systems are operational for delivering essential business functions.
- Oversee the various networks and associated infrastructure for the department, including the administration of switches and various internet service providers.
- In collaboration with the department directors, manage and maintain the various security cameras installed in buildings and public spaces.
- Trains customers on the use of computer equipment, phone equipment, application and network services.
Website Administration
- Member of team that oversees the Parks and Recreation website.
- Identifies and tracks website activity, including visitation, search mechanisms, content errors, and referring sites. Monitors and reports trends and utilization in support of Parks and Recreation business objectives.
- Develops recommendations for improvement to the website to enhance the department’s marketing and communication goals, develops technical process needed to implement website improvements.
Supervision
- Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions and encouraging training and development. Provides direct supervision of the Parks IT Support Technician, including annual performance reviews, routine check-ins, promotion of educational opportunities to improve the team’s knowledge and productivity, and the development of individual goals in order to enhance individual performance and accountability. Supervises and mentors the IT Support technician.

- Knowledge of computer hardware and software, including cybersecurity, applications and programming. Specific knowledge of database systems; especially SQL Server.
- Ability to identify, analyze, and assess application system problems and take the appropriate corrective action. Knowledge of current trends and developments within the field of information technology and networking.
- Knowledge of data processing sufficient to be able to review program specifications.

- Ability to teach principles and programs of various computer systems to individuals who have a basic understanding of the information.

Minimum Requirements:
Education: Bachelor’s Degree in Information Technology or related field preferred.
Experience: Three years of progressively responsible professional experience in computer and network technologies, computer applications and system and database administration. One year of supervisory experience required.
Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Email. Proficient in SQL preferred.
Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date. Certifications sufficient for the diverse job functions are preferred.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Desirable Qualifications:
Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload.
Evenings/Weekends: Occasionally (monthly) will be required depending on department needs and special projects.
Work Environment:
- Indoors: Work is generally performed in standard office environment, but work areas may be throughout the City recreation departments.
- Outdoors/Off-Site: Travel to recreation facilities for installs and troubleshooting. Meetings, trainings, and conferences at a variety of city facilities and areas. May be exposed to extreme temperatures during outdoor installation.
Essential Physical Requirements:
- Lifting & Carrying: Occasionally up to 50 lbs. with use of a dolly to move standard computer equipment.
- Physical: Reaching, standing, sitting, typing, talking, crouching, kneeling, seeing, driving, and hearing. Exposure to cold, heat, exhaust, fumes, etc.
