Major Duties
- Proactively conducts, on his/her own initiative, detailed, in-depth analysis of administrative/program activities and presents alternatives, conclusions, and recommendations to management for the development and execution of proposed audits.
- Mentors and guides members of the unit in audit theory, preparation, execution, and development of instructions/recommendations.
- Develops a network of contacts at FBIHQ and in field offices to identify high-risk programs and/or policy compliance risks.
- Works with the unit's Data Scientist to identify new methods to proactively assess risk in the organization through exploitation of data maintained in various Bureau IT systems and databases.
- Possesses mastery knowledge of the statutes, rules, regulations, policies, practices, and procedures governing Bureau programs and functions. Possesses the ability to apply that knowledge to determine the degree of compliance and the adherence to generally accepted accounting principles and management practices.

Positive Education Requirement
This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.
Basic Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administrationi that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor")
OR
B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include onf of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of parabraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE):
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
- Experience conducting risk assessments and analyses based upon qualitative and quantitative data, to establish priorities.
- Experience briefing senior and executive management with options for solutions to identified issues and plans for execution.
- Experience and high proficiency in Microsoft Excel to visually display results in tables, charts, and graphs.

Additional Information
- The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.
