Job Summary

Reporting to the Executive Director of Organizational Excellence and Development (OED), the Director of Learning and Development is responsible for providing leadership over the planning, development, and implementation of innovative, high-impact learning and development experiences as aligned with their designated OED pillar(s) to advance the strategic vision of the college's goals and principles. The position is responsible for managing and supporting the assessment of organizational needs and the design, implementation, and evaluation of programs that facilitate the professional development and continuous learning of TCCD employees.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Designs, develops, and implements strategic learning and development programming
  • Researches, creates, and customizes professional quality training and professional development materials for delivery
  • Manages assigned programs and projects
  • Reviews instructional materials from a variety of vendors and chooses appropriate materials based on intended session goals and objectives
  • Evaluates and updates instructional materials and delivery to keep current with modern technologies
  • Utilizes knowledge of adult learning styles, instructional design, group dynamics, interactive learning methods, quality improvement processes, and group process facilitation to enhance program portfolio
  • Uses diverse data collection and evaluation methodologies to perform needs analysis to determine appropriate training and professional development programming and resources
  • Delivers small and large-group professional development sessions in an engaging manner to a range of audiences using a variety of instructional approaches and delivery methodologies
  • Integrates assessment tools as appropriate into learning and development offerings
  • Identifies opportunities to supplement instructor-led PD with e-learning content
  • Partners with staff, faculty, team members, and other stakeholders to ensure program alignment and effectiveness
  • Consult with leaders to assess needs and design custom solutions based on needs
General Supervision and Management
  • Responsible for personnel management, evaluation, and development of assigned operational and learning and development staff
  • Provides leadership in identifying, directing, continuously monitoring, and supporting training and development designs and implementation
Service Excellence
  • Participates on behalf of the College in external community organizations and associations
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, and creativity and service to the College
  • Supports the mission, values and 3 goals and 8 principles of the College
Supervision
Works under the general supervision of the Executive Director of Organizational Excellence and Development

Required Minimum Qualifications
  • Master's degree
  • Five (5) years of working experience directly related to the Essential Performance Requirements
  • Three (3) years' experience supervising (e.g., managing, evaluating the performance of others; leading projects or processes)
Preferred Qualifications
  • Advanced degree or certificate in Learning and Development or Organizational Development
  • Understanding of Agile project management methodology and strategies
Knowledge, Skills and Abilities
  • Knowledge of core learning theories, frameworks and assessments and ability to use these in a practical way
  • Knowledge of adult learning principles and change methodologies
  • Skilled with planning and project management
  • Skilled in excellent customer service and interpersonal relationships with diverse populations, including strong listening, verbal, and written communication
  • Ability to understand data and analytics to enhance effectiveness and efficiency of learning programs and tools
  • Ability to think strategically and translate functional or organizational performance gaps into learning and development strategies
  • Ability to think critically to effectively solve and communicate problems where the demands for work are varied, and unpredictable in scope and volume
  • Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software

Work Environment

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
