Finance Accounting Specialist - Revenue
- General Definition of Work
The Finance Accounting Specialist position performs intermediate technical work processing various tax and other revenue payments. To be successful in this role, you will be able to perform such tasks as daily cash reconciliations, account reconciliations, collection procedures on delinquent accounts, maintaining and preparing a variety of records and financial reports, and other related work as apparent or assigned. Work is performed under the limited supervision of the Accounting Supervisor.

- Receives and invoices tax payments for real estate, meals & lodging, and motor vehicles
- Processes credit card payments
- Issues receipts for payment and posts payments to accounts
- Maintains citizen confidence related to tax matters by keeping information confidential
- Reconciles daily cash receipts and associated accounts, and prepares the daily bank deposits
- Verifies and settles electronic payment batches and uploads files to accounting software
- Responds to customer and citizen inquiries in via in-person, email, and telephone communications
- Researches and resolves all inquiries/concerns
- Provides financial guidance and assists other departments with general revenue activities
- Processes Town insurance claims for auto and property damages
- Maintains and prepares a variety of budgetary and revenue related files
- Prepares accounting, fiscal, statistical, and narrative reports
- Verifies general fund revenue payments for accuracy
- Assists in the delinquent account collection and audit process; compiles data for schedules
- Responds to citizen requests about the cemetery and maintains records and transactions for Town cemetery
- Assists in processing and billing of business license applications and renewals
- Attends training as necessary
- Knowledge, Skills, and Abilities
- Thorough knowledge of General Accepted Governmental Accounting Principles and Procedures
- Considerable knowledge of tax revenue policies, practices and procedures
- General knowledge of accounting terminology and methods
- Thorough knowledge of standard office procedures, practices and equipment
- Ability to make arithmetical computations quickly and accurately
- Ability to post accounts with speed and accuracy
- Ability to efficiently operate a variety of office machines
- Ability to operate personal computer including knowledge of applicable software packages
- Ability to establish and maintain effective working relationships with associates, vendors and the general public
- Must possess excellent customer service, analytical, time management, and communication skills
Education and Experience
- High School Diploma/GED required
- Associate's degree in Business Administration or Accounting and considerable experience in accounting, or equivalent combination of education and experience
- Possess related experience and the ability to work independently with the ability to adhere to tight deadlines
Special Requirements
- Requires a fidelity bond
- Valid driver's license in the Commonwealth of Virginia, as well as a satisfactory driving record
- NaviLine training within six months
- Physical Requirements
- This work requires the occasional exertion of up to 10 pounds of force
- Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions
- Frequently requires reaching with hands and arms and occasionally requires standing, walking, pushing or pulling and lifting
- Work has standard vision requirements
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word
- Hearing is required to perceive information at normal spoken word levels
- Work requires preparing and analyzing written or computer data
- Work has no exposure to environmental conditions
- Work is generally in a moderately noisy location (e.g. business office, light traffic)
