Recruiter Assistant
One current vacancy with Health and Human Services in Visalia. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.
Typical Duties
Collect and compile data and statistical reports; coordinate Branch staffing requirements and appropriate recruitment efforts; assist in the processing of personnel transactions such as new hires, transfers, demotions and promotions; assist in developing/maintaining and improving recruitment records; process non-professional recruitment requests; coordinate the utilization of various selection techniques as part of the pre-employment process; ensure the appropriateness and accuracy of all recruitment materials; prepare memos, letters, and reports; responsibility for the student employment and summer youth work programs; assist in preparation of recruitment/testing materials; maintaining the Agency staffing allocation and position control process; perform related duties as assigned.
Employment Standards
Education/Experience: Equivalent to the completion of two years of college with major coursework in public, business, or human resource administration AND two years of increasingly responsible recruitment or human resources experience.
Knowledge of: Math sufficient to gather data for statistics and compute means and percentages.
Skill/Ability to: Read and interpret rules, regulations, policies and procedures; give and follow verbal and written instructions; use patience, tact, and courtesy in dealing with the staff and general public; write in a clear and concise manner using correct grammar; compile reports and maintain records utilizing department resources; maintain confidentiality of all information and materials; establish rapport and maintain effective working relationships with department personnel, management, employees as well as the general public and other County entities; communicate effectively with individuals and groups of various socio-economic and educational backgrounds.
DESIRABLE EMPLOYMENT STANDARDS
Knowledge of: County recruitment and selection methods and techniques; knowledge of basic recruiting techniques necessary; County Personnel administration rules, schedule, eligible list and other documents.
LICENSE OR CERTIFICATE
Possession of, or ability to obtain, an appropriate, valid California driver's license.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
College Cost Reduction Access Act
This may be a qualifying position for student loan forgiveness through the College Cost Reduction and Access Act (CCRAA). Only student loan payments made after October 1, 2007 and in a qualified repayment plan are eligible.
