Road Superintendent
Current opening with the Tulare County Resource Management Agency. This recruitment will establish an employment list to fill the current vacancies and may be used to fill future vacancies in other locations. This is an At-Will, non-competitive position.
Typical Duties
Plan work assignments and supervise staff in a Road Yard (District) in the construction and maintenance of County roads, bridges, culverts, and rights of ways. Make assignments on road related work directly to Assistant Road Superintendent; review work orders, blueprints and sketches with crews to clarify understanding of desired end result; work closely with design and maintenance engineers in fulfilling requirements on construction projects; make routine progress and quality control inspections on larger projects; maintain a system of control and reporting on labor, materials and equipment used on individual work projects; maintain a regular maintenance inspection schedule for all roads in a district; make time and cost estimates and recommend priorities and procedures for construction and maintenance projects including road resurfacing and repair, culverts and drain lines installation, bridge and building repair, weed and brush spraying; take appropriate measures to assure seasonal snow removal and flood control relief; take primary responsibility for yards, sub-yards, pits or mixing areas and buildings and equipment in an assigned district; receive, investigate and act on complaints from the public regarding road conditions; review and evaluate proposed construction and maintenance projects; supervise, train and evaluate assigned personnel; review performance evaluation reports; counsel employees and administer disciplinary measures including suspension, demotion or dismissal; prepare and submit budget recommendations; promote the acceptance of safe work practices; utilize a personal computer and software in course of work. Perform related duties as assigned.
Employment Standards
Education/Experience - Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying. This is normally obtained by equivalent to completion of twelfth grade and five years of related experience in road construction and maintenance work with at least two years in a supervisory or lead capacity equivalent to an Assistant Road Superintendent.
Knowledge of – Methods, procedures and materials used in road construction and maintenance, bridge, culvert and drainage repair and applicable State guidelines; construction and maintenance equipment, its operation and procedures for minor repair; soil and drainage conditions; math to figure grades and quantities; safety practices and procedures, including those of CAL-OSHA; effective supervisory practices; personnel management; surveying equipment; and methods of budget preparation.
Skill/Ability to – Plan and organize construction and maintenance projects including staffing, equipment and materials coordination; assign, supervise and train employees or crews; make inspections of job sites to determine conformance with construction and maintenance standards and specifications; read and interpret engineering drawings, work orders, blueprints, maps and sketches; diagnose minor equipment malfunctions; give oral instructions and explain rules and regulations to others; collect and analyze information, draw valid conclusions and make recommendations; safely use hazardous chemicals; maintain cooperative working relationships with other departments, contractors, and utility companies; use patience, tact and courtesy in dealing with the public; interview and select employees; evaluate road system deficiencies.
License/Certificates Required: Possession of, or the ability to obtain an appropriate, valid California Driver's license.
